Welcome and Boutique lost in upgrade

Bug Description

Two parts to this one:

1) about a month after the release of 18.04, my 16.04 system would still not report it as an available upgrade in the Software Updater tool. When I changed the settings to show all versions and not just LTS, it would report 17.10 as available but still not 18.04.

So I tried the upgrade in two steps, first going to 17.10 (where it immediately reported that 18.04 was available) and then from there to 18.04. The upgrade to 17.10 went great. The second upgrade to 18.04 was not so good. The Welcome screen and the Software Boutique were not there. They weren't even in the menu.

I tried it again on a second machine - installing 16.04.2 from DVD - with the same results.

I set it aside and stopped using Mate for a long time.

2) This week I tried it again from the 18.04.1 DVD and everything ran fine. So I decided to experiment. On a clean SSD drive, I reinstalled 16.04.2 from DVD. I left the update settings at LTS versions only. Initially it did not report 18.04 as available. But I let it do all the updates it wanted for 16.04, getting that version fully up to date, and then it did report 18.04.1 as available.

As another test, I changed the setting to show all versions as available upgrades and not just LTS. It did not report 18.10 as available.

I installed Software and Synaptic Package Manager from the Boutique. Then I ran Software Updater again and went ahead with the online upgrade to 18.04.1.

When that was finished, there was no Welcome screen. I checked the menu (category All, so I didn't miss anything) and found that Welcome, Software Boutique and Software simply weren't there.

Synaptic Package Manager was there, and I used that to install the missing components. They worked fine once they were installed.

Also, I set Software Updater to inform me of any new versions of Mate, and it immediately told me that 18.10 was available. Before the upgrade, 16.04 had NOT listed 18.10 as available. Less than an hour later, 18.04 was showing 18.10 as available.

My thought is that losing Welcome, Boutique and Software during the upgrade is a bug. if it's available in the normal installation from the DVD, it shouldn't suddenly disappear when installing online.
