"Welcome" not switching layouts properly

Bug Description
Switching to "Familiar" leads to no panels.
Switching to "Cupertino" shows many errors loading applets called "".
Switching to "Mutiny" works, and so does switching to any layout via MATE Tweak
Sometimes, it creates a duplicate instance after changing it.
(Re-reported since the Ubuntu MATE website says to report it here)
