This error has been fixed in commit https://bitbucket.org/ubuntu-mate/ubuntu-mate-welcome/commits/f0dec4387f20390e74238c9286578481b277f6b3

However, I cannot reproduce this on a fresh 17.04 daily image where the only time the button would appear is a live session.

This bug was fixed in the package ubuntu-mate-welcome - 17.04.11
