[Impact]
None of the check boxes in Ubuntu MATE Welcome or the Software Boutique can be enabled. This means it is impossible to "Enable the Bulk Queue" or "Hide Proprietary applications".
[Test Case]
Open Software Boutique via System -> Administration Software Boutique. Click the spanner icon (Preferences) in the upper right of the window, then click either "Enable the Bulk Queue" or "Hide Proprietary applications". Neither can be enabled.
After installing the fixed packaged it will be possible to enable and disable "Enable the Bulk Queue" or "Hide Proprietary applications".
