Bug Description

[This issue also occurs in Ubuntu MATE, see:

Steps to reproduce the issue:
* Install Ubuntu MATE 22.04, or 23.04 (both has been tested).
* Do NOT click on the "Restart Now" button that automatically pops up at the absolute end of the installation, or you have to restart the installation all over.. Instead, shut down the system, for example with `shutdown -h now`, or click on "Close Window" button in the dialogue box (both methods has been evaluated). See ubuntu-mate-1.png
* Click on the "Shut Down..." button. See ubuntu-mate-1.png to ubuntu-mate-2.png
* The system will not shut down, it will be rebooted. This is especially not desired if you are creating disk images that can be used for development to evaluate the default behavior after the installation. See ubuntu-mate-4.png to ubuntu-mate-7-rebooting.png

Thank you for taking the time to report this bug and helping to make Ubuntu better.

No more media will be produced for Ubuntu MATE 23.04, so little can be done about that release.

Ubuntu MATE did not use the `subiquity` installer, using instead `ubiquity` which may or may not be used for subsequent releases (`ubiquity` being replaced by `ubuntu-desktop-installer` for 23.04 as default for Ubuntu Desktop, though not flavors).

Subiquity is used by Ubuntu Server ISOs.

I'll mark this incomplete; as `ubiquity` will continue to be used for Ubuntu MATE 22.04.3 and subsequent ISOs, but its undecided if anything else, and no more 23.04 ISOs will be produced. Thus any problems on install media of 23.04 CANNOT be corrected.

You could re-try this with mantic (23.10); as ubiquity is still used currently for Ubuntu MATE (https://cdimages.ubuntu.com/ubuntu-mate/daily-live/current/mantic-desktop-amd64.manifest) but no Ubuntu MATE ISO has used subiquity.

Oh: "subiquity" part, aka "ubiquity for servers" - https://github.com/canonical/subiquity. Thank you regarding the clarification of `subiquity` and `ubiquity`, but, can you please give me a bunch of references that I can read, so I can make improve my bug reports.

What I heard is that Ubuntu 23.?? is using subiquity and not ubiquity, is that wrong?

This bug is still valid for ubiquity, right? So why is it marked as incomplete? What is required to re-evaluate this issue for ubiquity?

I don't believe ubiquity does anything that interferes with the behavior of the 'Shut Down' button on the MATE menu. Reassigning to ubuntu-mate-meta.

Steve, you are right, I just re-evaluated this with Ubuntu MATE 22.04 and used `shutdown -h now` and a reboot was still forced.
