[Zesty] missing dnsmasq-base package breaks NetworkManager connection sharing feature

Bug Description
Network settings in Zesty allow users to define a connection as "Shared to other computers", this does not currently work in Ubuntu MATE 17.04 Beta 2 at least for wired connections.
The reason, from the logs is that dnsmasq binary is not present:

The way to setup a (wired) connection sharing is as follow:
- Go to Network Connection settings and select the wired connection
- Under [IPv4 Settings -> Method] select "Shared to other computers"
