Bug Description

Steps to reproduce:
1. Open synaptic
2. Navigate to the end of the shown package list
3. Try to select the last package in the list

Actual results:
it is difficult to select the last line because of hovering scroll bar (see screencast)

Expected results
it is easy to select the last line in the list

Note:
the problem exist since 16.04 LTS, and also exist in all current Ubuntu releases.

The Ambiant-MATE and Radiant-MATE themes are discontinued and removed from Ubuntu MATE from 22.04 onwards.
