I think this is a Ambiant-MATE GTK+ theme issue. I just tried it, and I was able to scroll the list with two-finger trackpad scrolling with the mouse cursor over the list, but not just by hovering at the bottom of the menu. When I switched the the "Clearlook" GTK+ theme (more or less at random), there is a bar with an arrow at the ends of the menu to help you scroll it. This is missing in Ambiant-MATE.
