Keyboard fails to appear

Reproduce:
1. Flash, install autopilot and ubuntu-keyboard-autopilot
2. Run the ubuntu_keyboard.tests.test_keyboard.UbuntuKeyboardTestsAccess test suite on mako.

What happens:
It eventually (1 in 10 to 1 in 30) fails with testtools.matchers._impl.MismatchError: After 10.0 seconds test failed: True != False

What should happen:
The test should never fail to bring up the OSK.

This failure causes random failures of all of USS's autopilot tests that involve the OSK.

The test output has some debug output added by me, but I've confirmed that it will fail on a newly flashed phone.
