OSK does not dismiss on single tap to background

Bug Description
This was discovered on Nexus 4 using cdimage circa Sept23, both in the SurfaceFlinger & the mir enabled configurations.
When using the OSK for messaging and Dash search, a tap to the background does not dismiss the keyboard. I'm unsure if it should in the case of messaging, but in Dash I believe this is expected to dismiss

there is currently nothing in the sdk that causes focus to be removed from the input field and the keyboard to be hidden automatically when tapping on a background area of an app or dash.
the app/dash needs to explicitly remove focus from the input field on a tap and this should cause the osk to hide. the current work around is to manually swipe the OSK away, which is not ideal.
