on screen keyboard appears to the side when switching orientation

Sometimes when changing the orientation of the phone while editing text in an app the on screen keyboard shows up against the side facing the wrong way.

TEST CASE
1. load any app that allows you to change the orientation of the app while editing text (ie. the browser, terminal, etc)
2. start editing the text and ensure the keyboard is on the screen in the correct position
3. slide your finger from the top of the keyboard border to dismiss the keyboard
  - the keyboard should disappear from the screen
4. change the orientation of the phone and engage the text editing feature
  - the keyboard should reappear in the new orientation mode

After step 4 what you will see is the keyboard appears to the side as if the orientation of the phone had not changed. See attached screenshot for an example.
