Wrong time zone for Huelva, Cádiz & Almería Spain provinces

Bug Description

Binary package hint: gnome-control-center

When you configure your location in a city included in any of Huelva, Cádiz or Almería Spain provinces, the system assigns it a wrong time zone. All the cities in the Spain peninsula must be in the same timezone: "Europe/Madrid".

As an example, when you use the city of Cádiz, the assigned timezone is not the Spain timezone, but the timezone of Portugal, Iceland, United Kingdom and part of Africa.

However, when you use another city not in Huelva, Cádiz or Almería (say, Madrid), the timezone is correct, i.e. the Spain timezone.

You can see here that Cádiz and Madrid has assigned two different timezones:

- Cádiz has the wrong UTC timezone.

- Madrid has the right UTC+2 timezone.

Both Cádiz and Madrid (actually, all the Spain cities except Canary islands) must have the same UTC+2 timezone.

I added the ubuntu-geoip task because I think the problem isn't in the tzdata, as tzdata only maps contry capitols with timezones. Huelva, Cádiz & Almería aren't country capitols.

I believe geoip is the service which assigns a timezone to a city (not only contry capitols), but maybe I'm wrong.

Interestingly, today Huelva has assigned the right timezone, although Cádiz and Almería still hasn't.

However, some other cities like "Ayamonte" or "Sanlúcar de Guadiana" (both in the Huelva province) still has the wrong timezone.

When I do:

  $ wget http://geoip.ubuntu.com/lookup

I get the following response:

All the above information is right, EXCEPT for the time zone. The right timezone for Sanlúcar de Barrameda (Spain) is "Europe/Madrid", and NOT "Africa/Ceuta".

Obviously, the GeoIP database in geoip.ubuntu.com is wrong.

What can I do in order to fix the above entry in the database?

The problem is in the GeoIP database on geoip.ubuntu.com, not in the tzdata package.
