Bug Description
fanctl fails on vivid. /proc/sys/net/fan is absent.
ubuntu@agent03:~$ sudo fanctl up -a
/usr/sbin/fanctl: no fan support available in the kernel
/usr/sbin/fanctl: /etc/network/fan:2 192.168.1.0/24 10.0.0.0/24 dhcp -- failed err=1
