ubuntu-drivers fail to install Nvidia divers without Internet connection in Lubuntu Disco Dingo

Bug Description

Expected results:
1. Perform a fresh Lubuntu Disco Dingo installation with no network.
2. Reboot the system.
3. On first boot, while the system is still disconnected, issue `ubuntu-drivers autoinstall` to install Nvidia display drivers.
4. Nvidia display drivers are installed.

Actual results:
1. ubuntu-drivers attempts to connect to the Internet (system is disconnected) and drivers fail to install.

Thank you for the follow-up. It does give an error, I have attached the terminal output to this comment. It does not hang at all.
