Install problem in Intel + AMD hybrid graphic system

Bug Description
My system is a Intel CPU + AMD R530 system hybrid graphic system.
It always fail in a loop, When I install ubuntu 18.04.
and you will see one fail message in processing:
[FAILED] Failed to start Detect the available GPUs and deal with any system changes.
See 'systemctl status gpu-manager.
When disable GPU on BIOS, it will fine to install and no problem.
Platform: Kabylake_R U, GPU AMD R530
