That fresh install does not have dkms package installed. But 'journalctl | grep modules' list that non expected subdir & file 'updates/dkms'

The kernel has been purged then reinstalled to get rid of this zomby path, but the output is still the same.

I have the same problem with intel GPU with the kernel version : 4.15.0-45-generic
