Bug Description

When prompted to restart your computer to finish installing updates click settings than additional drivers I get a string "You need to restart the computer to apply the driver changes " but I have not changed to any proprietary drivers So why is it telling me about driver changes when I have not changed any.

ubuntu-drivers-common:
  Installed: 1:0.4.6
  Candidate: 1:0.4.6
  Version table:
 *** 1:0.4.6 0
        500 http://us.archive.ubuntu.com/ubuntu/ wily/main amd64 Packages
        100 /var/lib/dpkg/status
Description: Ubuntu Wily Werewolf (development branch)
Release: 15.10

I expected not to be told of driver changes from applying non driver updates instead I got to a hidden away string that is false in this corner case as shown in the screenshot.
