Bug Description
I am downloading a 60+MB update for an app over the 3G connection. The connection is fine but the download kept getting stuck and not finishing. Pause/Resume would kick it and restart it. If I didn't pause/resume within the 30 sec timeout, the entire download would be discarded by u-d-m and the service shut down.
