Bug Description

It has been brought to our attention (emails to the Ubuntu bugSquad list [1]) that help.ubuntu.com [2] was set as *requiring" "the minimum set of steps to reproduce" as a pre-requisite for a bug to be opened. This is obviously wrong. The page has already been corrected on the web, and this patch addresses ubuntu-docs.

Well, the document actually says "It is important that you specify..." rather than using the language of "requirement" that you refer to. In any event, the patch looks harmless to me. I will merge it.
