Bug Description

From documentation

Use an on-screen keyboard
If you do not have a keyboard attached to your computer or prefer not to use it, you can turn on the on-screen keyboard to enter text.

The on-screen keyboard is automatically enabled if you use a touchscreen

How to produce
1.) In the Universal Access menu turn "screen keyboard" off.
2.) open a web page with input box
3.) On Screen Keyboard appears.

Note when not enabled it should not appear.

Thanks for your report, but it's unclear to me what your point is.

* Is the feature not correctly described in the documentation?

* Is the feature not working as expected? (In that case it may be a gnome-shell bug.)

Also which Ubuntu version are you on?
