Restore "Compose Key" documentation

Bug Description

For some reason, the "compose key" documentation has been removed from ubuntu-docs a few years ago.

I think it's very useful information and should be restored.

That was my proposal, IIRC. Might have been related to the fact that the X11 stuff was overridden by ibus (default IM framework in Ubuntu) at the time. That was changed in 16.04, and restoring the compose key section may be motivated.

However, it doesn't seem to be all that easy. I recently added some dead keys (admittedly not Multi_key items) for Togo users, and it proved that you need to enable XIM to make them work.

So I think some testing is motivated before adding the section back. Possibly there is a need to say that it may be necessary to switch to XIM for it to work.

I did some testing on 16.04, and the basic compose key functionality seems to be present irrespective of how the input method related variables are set. Maybe I made a mistake when proposing that the section should be removed. Anyway, I just reinserted it. Thanks, Jeremy!
