Bug Description
The steps detailed in the docs - https:/
In step 2, "Keyboard Layout" should be changed to "Text Entry"
Also, the last paragraph (You can also set a keyboard shortcut to quickly switch between your selected keyboard layouts ... ) and the "Custom Options" note doesn't apply as the "Options" link/button isn't there

I have rewritten the keyboard-layouts page, and the new one is committed.
http:// bazaar. launchpad. net/~ubuntu- core-doc/ ubuntu- docs/trusty/ view/head: /ubuntu- help/C/ keyboard- layouts. page
So I reassign the bug to me, John. (I should have noticed this bug report before.)
