[grab-merge] Should depends on ca-certificates

Bug Description

Hi, if you dont have installed ca-certificates package, grab-merge does not run.

Is because the mom url is in https protocol.

You can try in cowbuilder chroot without ca-certificates.

And the package recommends ca-certificates. I don't see the problem.

However, the error message printed is misleading, so I've switched to using wget's -nv option instead of -q.
