Bug Description

the issue is the non-ascii characters in this line of code:

  File "/usr/bin/submittodebian", line 107, in check_file
    print "Couldn't find «%s».\n" % fname

to reproduce:
apt-get source desktopnova
cd desktopnova-0.8
submittodebian

making the string unicode or simply removing the «» solve the issue
