dgetlp doesn't work with dscs offered by launchpad

Ideally dget should work with _both_ those URLs, but the latter not working is unacceptable.

launchpadlibrarian.net is HTTP, and dget will handle the newer https://launchpad.net/ubuntu/<release>/+source/<source>/<version>/+files/<file> links just fine.

However I'll fix the error message so that it shows that it only works for HTTP.
