[submittodebian]'s update-maintainer reversal isn't always the right thing to do

Bug Description

When submitting a patch from an Ubuntu upload that superseded an Ubuntu upload, reversing update-maintainer doesn't improve the patch. In fact, it has the opposite effect.

So, a little more intelligence is required...
