Firefox didn't use the OS default locale

[Impact]
The default language of firefox is English, and it should use the OS default locale.

[Test Case]
1. Choose "Chinese" when install Ubuntu Kylin 18.04.
2. Open Firefox browser and check its default language
Expected Result: Chinese
Actual Result:English

[Regression Potential]
Low, we just set pref `intl.locale.requested` to an empty string (""), which will cause the browser to use the OS default locale.

Accepted ubuntukylin-default-settings into bionic-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/ubuntukylin-default-settings/1.4.4.1 in a few hours, and then in the -proposed repository.

Please help us by testing this new package. See https://wiki.ubuntu.com/Testing/EnableProposed for documentation on how to enable and use -proposed.Your feedback will aid us getting this update out to other Ubuntu users.

Problem is in ubuntu-defaults-builder package, /usr/bin/dh_ubuntu_defaults script - for Firefox 59+ this script should add line
intl.locale.requested=""
in file /usr/lib/firefox/distribution/distribution.ini
I'm attaching a patch againts /usr/bin/dh_ubuntu_defaults script
