Bug Description
[Impact]
The default language of firefox is English, and it should use the OS default locale.
[Test Case]
1. Choose "Chinese" when install Ubuntu Kylin 18.04.
2. Open Firefox browser and check its default language
Expected Result: Chinese
Actual Result:English
[Regression Potential]
Low, we just set pref `intl.locale.
