ubuntu-defaults-image does not set language

Bug Description
I've modified both i18n/language.txt and i18n/langpack.txt to include 'nl' (langcode for dutch), but after building the image the interface is still in English.
When I go to 'language settings' on the live system it shows that dutch (Nederlands) in the list, but the preferred language is English.
Setting another wallpaper does work.

As a work around for bug https:/ /bugs.launchpad .net/ubuntu/ +source/ ubuntu- defaults- builder/ +bug/910859 I copied the content of /usr/share/ syslinux/ themes/ ubuntu- precise/ to /usr/share/ syslinux/ themes/ ubuntu- oneiric. Could this have something to do with this problem?
