Defaults builder does not support @-locales

Bug Description

I used the tools to create an ISO shipping the Catalan language pack and setting the default keyboard to Catalan and the default locale to the Valencian variant of the language (ca@valencia). Here's the code for the customizations [1] and here the generated defaults package on a PPA [2].

Setting ca@valencia as a default locale did not work on the generated ISO. The default was set to English instead, but I'm not sure if it was an issue with the underlying tools not supporting @-locales or the ca@valencia translation not being present in ubiquity (I would have expected it to fall back to ca, though).

ubuntu-defaults-builder does support it, it ships the file correctly:

$ cat usr/share/ubuntu-defaults-ca-valencia/language.txt

That gets copied verbatim to the CDs as /isolinux/lang, so I figure the .iso has it right, too. So either gfxboot doesn't understand them, or it expects those variants to be in a different format. Colin, do you have an idea what goes wrong here?

The installer currently does not support ca@valencia (in the menu or d-i or ubiquity) because the translations are too incomplete. If it still does not work once Valencia is in the gfxboot menu list (right now it isn't), we need to revisit this and look in gfxboot-theme-ubuntu or localechooser where it evaluates this file.
