ubuntu-artwork fails to install if grub is unconfigured

Bug Description

I was installing from the 4.10 "The Warty Warthog" Preview CD, and when I got to
the bootloader step I went past the first screen saying no to installing grub,
then when I saw I didn't like any of the options I went back to the menu and
choose to continue with no bootloader. It then went on to the reboot step fine
and I entered in the needed locations for the kernel and the initrd at the grub
command line with my preexisting grub install. After the reboot and all the
setup, GDM and ubuntu-artwork weren't installed and setup properly. I ended up
installing them both by hand and then they setup just fine.

I remember I also ran grub-install when I was trying to fix everything after the
setup failed to find the grub directory.

   * Make postinst more robust
     - Don't mess with grub on initial install
     - Don't let update-grub failure cause postinst failure
     - exit 0
