Bug Description

Not sure if this is an ubuntu-app-launch or libertine-launch issue

Steps to reproduce:

ubuntu-app-launch puritine_firefox_0.0 /home/phablet/Pictures/Donald-Trump-Caricature.svg
 * This opens firefox with that image loaded

Switch focus away from firefox

ubuntu-app-launch puritine_firefox_0.0 /home/phablet/Pictures/Barack-Obama-Caricature.png
  * raises firefox to the foreground but doesn't open the new file

Expected behavior: Raise firefox and load the new file

I think this is an ubuntu-app-launch issue. libertine-launch is not even being called, so I'm thinking u-a-l detects the same app_id is already running and just focuses that window...or something like that.

Not sure how we could fix this. We're using the FD.o URL sending standard to send the URL. Firefox doesn't support that. We could assume that libertine apps are multi-instance and call it again, but I'm not sure if that's the right answer. It'd have to run on the same Xserver for FF's single instance code to work...
