I tried to enable esm-infra by: pro enable esm-infra
1) Description: Ubuntu 18.04.6 LTS Release: 18.04

Thanks for reporting this bug
This is a very unusual situation, where:
a) validation of your esm-infra credentials succeeded
b) the output of apt-helper, for some reason, is not UTF-8 - then we blow up trying to decode...
I cannot reproduce this bug.
a) Are you able to reproduce this on a fresh system?
b) Is the behavior the same, even if you detach then attach again?
c) Are all packages in the system up to date? Is the behavior the same, even after running 'sudo apt-get update && sudo apt-get dist-upgrade'?
