Bug Description

Status of livepatch service is different depending on root / non-root user in output of `pro status`

Bug was confirmed on ubuntu-advantage-tools 27.13.3~22.04.1. Did not exist on the corresponding version for focal, or bionic. Unsure if it exists in older versions for jammy.
Used kernel 5.15.0-67-generic in a lxc image of jammy.

Steps to Reproduce:
1. lxc launch ubuntu: --vm ua_bug
2. pro attach <token>
3. apt update -y && apt install -y linux-generic && apt autoremove -y linux-*kvm # Had to install a new kernel since livepatch doesn't support kvm kernels
4. apt upgrade -y && update-grub && update-initramfs -uk all # Ensure it'll boot into the patchable kernel
5. reboot
6. sudo pro enable livepatch
7. sudo pro status # This says livepatch is enabled
8. sudo -u ubuntu pro status # This says livepatch is disabled
