oem-config: arrow key works incorrectly in language selection screen

Bug Description

The arrow keys do not navigate correctly in the language selection screen of oem-config. Tested with the 12.04 AMD image in VirtualBox.

To reproduce:
1) Install Ubuntu 12.04; boot into Ubuntu
2) From a terminal, run 'sudo apt-get install ubiquity-frontend-gtk oem-config-gtk'
3) From a terminal, run 'oem-config-prepare' and dismiss the dialog
4) Reboot. The system will boot into oem-config
5) Note that in the Welcome/language selection screen, English is the selected language. It is the third row, first column of the table
6) Press the right arrow key

Expected results:
The right arrow key moves the selection from "English" to "Español" (third row, second column)

Actual results:
The right arrow key moves the selection to "Astrurianu", which is the first item in the table (first row, first column)

After this initial glitch, subsequent keyboard navigation in the table works as expected unless you navigate away from the screen then return to it. For example, move to the timezone selector screen then return to the language selector - the arrow key will misbehave after you return to the language selector.

The problem affects all arrow keys, it's not unique to right arrow.
