installer attempts to download package files even without network connectoin

Bug Description

Binary package hint: ubiquity

Feisty beta: despite not selecting anything in Network Manager, my resolv.conf contains valid entries and eth0 (the wired interface) has a route to 0.0.0.0 without a gateway. As a result, ubiquity appears to believe that it has network access and so attempts to download language packs. I'm not sure what's actually causing this behaviour, but it's clearly not correct...

The bug closure was clearly bogus, but I think this has actually been fixed; in hardy and intrepid we fixed quite a few cases of excessive delays during installation when network access was apparently configured but in fact not really working.
