Bug Description
This isn't the only time I encountered this bug. I have Debian installed on separate partition. To be sure its config files don't interfere with installation I whiped clean partition /home. Installation hanged up at user creation screen. The same problem persisted no matter how many times I tried to install Xubuntu. Now when I try to install it, it hangs up even earlier, but that might be caused by Debian's files at /home partition.
