Old install CDs installs old version of Ubuntu.

Bug Description

Why should we need to download a new cd everytime there is a new Ubuntu release. For me it's not really a problem, but it would be convenient to use the same cd over and over again. And for new users or users getting their CD from a magazine or book it may be of great impotence, they might not even know that they don't got the latest and greatest. My proposal is that if a network connection is detected when launching the liveCD installer, it checks wheter this CD contains the latest Ubuntu release. If not, it could present the uses with a dialog like this:

   WARNING

   The CD you are installing from is outdated. It is
   recommendet to use the latest release of
   Ubuntu, do you want to automaticly download
   and install the latest vesion of Ubuntu? This
   requires installing from the net and it may take
   longer time than installing from the CD
   depending on your internet connection.

   [ Yes, install latest Ubuntu ] [ No, use this CD ]

I they answer yes, then just download the latest installer script and do a network install using it.

I have a personal reason, there is so many people that don't have a good internet connection to download latest version. So shipit.ubuntu.com will still better. May be you can try to go to https://wiki.ubuntu.com/Brainstorm ;).

I'm afraid we don't intend to fix this. Firstly, it would be a significantly slower and less convenient installation; we'd rather that people could install quickly and then upgrade after install (when they can use their computer for something else at the same time). Secondly, encouraging everyone to stick with the same CD gives us less opportunity to fix installer bugs! Thirdly, this would be quite a lot of additional complexity in the installer (because this couldn't be done by means of just copying the live filesystem; it would have to be a completely different installation structure) and we'd rather focus on doing a good job on the core work of installation.
