Taiwan server is broken and "Download updates while installing" does not work in Chinese (Traditional)

Bug Description

I'm testing "Installation Full Network Support & CJK Input" for pre-release iso. I have ckecked "Download updates while installing" before installation.

Two problems met:
1. "Taiwan" server listed in Software Sources is broken, the installation seems to use "Taiwan" server and result in nothing installed. The installed system uses "Taiwan" server as default still.

2. The first launch of gedit is not successful. It succeeded at the second launch.

After changing "Taiwan" server into valid one, the langpack is installed, and "人類" can be input into gedit at the second launch.

Installer should detect a suitable local server, and use that for updating.

In my opinion, ubiquity should check if the default server is working, otherwise notify users to choose another one they like or skip the update process.

tw.archive.ubuntu.com is broken a few months ago and is working now, however its not the current fastest server in Taiwan(which seems to be free.nchc.org.tw)

It would be great if we change the default server(should be another bug though)

If the local server is down, the standard server (archive.ubuntu.org) should be used.

This release of Ubuntu is no longer receiving maintenance updates. If this is still an issue on a maintained version of Ubuntu please let us know.
