Ubiquity panel is oversized

The panel is displayed about six times as tall as it should be. This bug occurs with the Adwaita theme.

The problem seems to be that the panel uses the default window size of GTK+. The attached patch fixes the problem by explicitely setting the default size to 24x24 (the width is later adjusted anyway).
