Seems to only happen when the machine is offline.

Works:
kvm -m 1024 -vga std -cdrom oneiric-desktop-amd64.iso

Fails:
kvm -m 1024 -vga std -net none -cdrom oneiric-desktop-amd64.iso

I confirm that it only happens without network connection.
In a VM, boot to a live session, disable networking, start ubiquity => failed
Reenable networking, start ubiquity => success.

This bug was fixed in the package ubiquity - 2.7.33

---------------
ubiquity (2.7.33) oneiric; urgency=low

  * Move watching Internet connectivity to the frontends themselves,
    which then ask each plugin to act accordingly (LP: #854706).
  * Update translations from Launchpad.

Please note that with 2.7.33 you get a very similar crash when being offline. I reported the new crash as bug 855277.
