language packs are not installed if network is not available during install

Bug Description

Binary package hint: ubiquity

language packs are installed if a network connection is up, however if the user does not know that he has to enable a network connection (perhaps this should be done in ubiquity) language packs will not be installed giving the impression that ubuntu is much more untranslated than it really is.
