partitions created during installation are broken

Bug Description

I booted ubuntu desktop 6.10 i386 cd, selected the "Czech" language
and started ubuntu... then I clicked install icon and continued with installation...
for installation target I chose manual partition selection and then I created
2 new partitions (on unpartioned free space) and set them to swap (1)
and ext3 (2)... on the next page of the druid I assigned them to mount
points ("" for swap and "/" for ext3 one), but druid still claims that "/" is not assigned... I aborted installation then, rebooted to another live cd (it was
freespire but it does not matter I hope) and then I saw that those partitons
were created without actualy filesystems were created on them... so
I delete them and repeated whole process again with the same result... then I
recreate these partiotions by freespire (gparted) and then proceed succesfuly
with ubuntu installation.

Expected behaviour: ubuntu installer should work well with newly created partitions
