Binary package hint: ubiquity
When installing Ubuntu really only two out of three installation possibilities are presented:
* Try Ubuntu - try Ubuntu in a live CD setting.
* Install Ubuntu - install Ubuntu to the hard disk of the computer.
But there is also the ability to run Ubuntu from the USB stick if persistence is turned on and use it as a conventional system, albeit it slower.
Today if you have persistence turned on you keep getting the installer window appearing and asking you to select one of the two options presented above.
Ideally persistence should be detected (if it was switched on when the USB Disk was created) and if it is switched on the 'Try Ubuntu' button would say something else such 'Launch Your Live Ubuntu' or something better.

There have been many changes in Ubuntu since that time you reported the bug and your problem may have been fixed with some of the updates.
