wrong keyboard language at keyboard indicator at screen lock login

Bug Description

On a Ubuntu Lucid setup with two keyboard languages (Deu, USA)
and the current language (at time of screen lock) being German (Deu)
Language when attempting to login incorrectly indicates USA.
Keyboard actually in place is Deu, and this is proven when using a password which has the letter 'Z' or 'Y' in it (as these letters are in different positions in USA or Deu)

Have to type password twice often. Or switch language several times to make the indicator update its status.

7 Years later it is still up for grabs. I experienced it on Ubuntu 17.10.
