Livecd no longer has accessibility options

Bug Description

Binary package hint: ubiquity

In previous Ubuntu versions the first screen allowed using the F5 key to choose an accessible login option and the livecd would have the accessibility options turned on. With the new changes there are no options that I can see to turn them on before the desktop is reached. Trying to turn them on after reaching the desktop doesn't work because it requires a logout and logging back in doesn't work (what username and password to use is not obvious)

This is a pretty critical bug because it seems that the accessibility options aren't able to be turned on for an install either. The good news is the new boot system should allow for a more accessible install than before, it just has to be made available.
