nested progress bars don't work outside debconffilter

Bug Description

Binary package hint: ubiquity

using oem-config with the debconf frontend on a bare debootstrapped system ubiquity/oem-config fails to finish properly. after hw-detect was run.

the last lines in oem-config.log are:

debconf (developer): <-- PROGRESS SET 1000
debconf (developer): --> 0 OK
debconf (developer): <-- PROGRESS STOP
debconf (developer): --> 0 OK
debconf (developer): <-- PROGRESS INFO ubiquity/install/hardware
Can't call method "info" on an undefined value at /usr/share/perl5/Debconf/FrontEnd.pm line 142, <GEN0> line 315.

    no-op and at worst harmful.
