keyboard layout can not be changed during installation, username creation page

Bug Description

Ubuntu 10.04 Alpha amd64

Lucid Alpha 2 installation from Live CD amd64.
On keyboard selection page I select Russian keyboard. In test area I can enter English and Russian symbols. Layout can be changed by Alt+Shift. OK.

Page on which you create username and password.
Only Russian layout works. Layout is not changed when I press Alt+Shift.
If I add keyboard layout applet on gnome-panel I can change layout by this applet.

Newly installed system has English layout by default. It's OK.
But there is no additional layout, Russian in my case.

It may save time to fix this bug at the same time as bug 630990, bug 871752, and bug 1047384.
