Bug Description
Binary package hint: ubiquity
Steps to reproduce:
* Install Desktop OEM version in Spanish
* During the temporal OEM session, install completely the language support packages for Spanish
* Prepare for shipping
* On the OEM configuration, select Spanish as the language.
* When rebooting, the message "Language support is not complete" appears.
* Selecting "Run this action now" will open gnome-language-
