improve apt-setup customisation

Bug Description

There needs to be a better way for people customising the live CD to say that they don't want apt-setup to be run. At present they can do this by stubbing out /usr/share/ubiquity/apt-setup, or by adding a new generator script to /usr/lib/ubiquity/apt-setup/generators/, but neither of these approaches are really ideal.
