Bug Description
I attempted to install 9.04 to dual boot with Vista, and it gave me several errors during the install, it created a 50GB partition (instead of a 230GB partition) and gave me several errors. For a while it just gave me a GRUB command line interface, asking for the kernel location. I left it for about a week and now it gave me the choice of Vista, Ubuntu 9.04 and Ubuntu 9.04 Recovery Mode. I booted into Vista and ran startup repair (it asked me too). Then I backed up my entire Vista partion and then booted into Ubuntu. Looking at the list of errors and the lack of a graphical interface, it seems like it failed to install most/some of the OS. I cannot install anything because some dkpg files are missing/corrupt.
I am running a Dell XPS M1330:
500GB HDD
4GB RAM
I checked if my comp was 64-bit capable and it is. I attempted to install 64bit ubuntu.

Yep, sounds like your install failed.
Try checking the install CD. This is boot time option when loading from the CD.
You also might try running memtest+, also a boot time option.
You'll need to reinstall unless you reeely know what you're doing. I know what I'm doing and I'd reinstall after first verifying the boot media.
